CITY OF GLENCOE JOB DESCRIPTION Job Title: Department Director- Public Works Job Description Prepared: Jan 2024 Note: Statements included in this description are intended to reflect in general the duties and responsibilities of this job and are not to be interpreted as being all-inclusive. The employee may be assigned other duties that are not specifically included, but required. SUMMARY: The Public Works Director, directs the overall operation of a small Public Works Department including street construction, maintenance, parks and recreation, storm drainage, sanitation and other activities. The Public Works Director is involved with the planning, assigning, and reviewing the day-to-day work of subordinate employees and the supervision of projects may be exercised directly or through subordinate supervisory personnel. Assignments are typically received in the form of general instructions from the Mayor and the incumbent is expected to organize the details of the assignments and carry them through to completion. The Public Works Director also exercises independent judgment and action under the general direction of the Mayor and in accordance with Federal, State, and local laws, ordinances, policies, and procedures. Work performed by the Public Works Director is reviewed through meetings and reports for overall program effectiveness. This position applies to a jurisdiction with a current population of less than 10,000. JOB DUTIES: 1.) Plans, assigns, reviews, and coordinates the work activities of staff through subordinate supervisors, meetings, reports, and through visual inspections. 2.) Performs general supervisory duties of the department to ensure adequate staffing, training, employee discipline, and employee development. 3.) Communicates with other departments and individuals through phone, radio, emails, and memos to ensure information is disseminated and questions are answered. 4.) Develops and monitors the departmental budget and ensures adherence throughout the fiscal year. 5.) Performs administrative duties in support of paying/approving purchase orders, bills, developing and monitoring contracts and specifications, and any issues that the mayor addresses in various meetings and committees. 6.) Maintains or oversees the maintenance of personnel records, including vacation time, sick time, amount of hours worked by each employee, approves payroll, etc. 7.) Ensures the maintenance of equipment through inspection and communication with staff and the maintenance shop. 8.) Performs disciplinary actions in accordance with City policies and procedures specifically, issuing corrections, conducting performance counseling, issuing verbal and written reprimands, sending employees home on paid time for disciplinary infractions, and recommending suspensions or terminations to the Mayor. 9.) Ensures accuracy of Department time cards and time sheets. 10.) Directs employees to follow all safety precautions necessary in operating equipment in a safe and efficient manner and insures that equipment is properly maintained. Prepares paving and drainage project plans and monitors project work to ensure work quality and project completion. 14.) Prepares outside bid packets and documents with outside contractors for any work being completed in the City. 15.) Performs research for forecasting revenues and expenditures. 16.) Ensures vendors are properly placed on the appropriate sites in preparation of special events. 17.) Coordinates emergency repairs with appropriate vendors and/or individuals. 18.) Develops and reviews the design of the parks and recreation facilities. 19.) Serves as Project Manager during construction of new facilities. 20.) Oversee and ensure the maintenance and preparation of all sports fields; ensure all sports fields are prepared and ready for use. 21.) Ensures departmental compliance with all federal and state laws and with local ordinances. 22.) Conducts research for grants and other funding sources for support or expansion of programs and activities. 23.) Represent the Public Works department and the City in a positive and professional manner. 24.) Receives, considers and addresses citizen complaints and problems with the City in concert with the Mayor. 25.) Informs the Mayor of complex or on-going issues. 26.) Provides information for posting on the City's website and to media. 27.) Visit and speak with school groups, community and civic organizations, and others as invited. 28.) Develops and provides regular information about registration, special events, schedules, activities, programs, and other interesting facts about departmental services. KNOWLEDGE, SKILLS, AND ABILITIES: 1.) Knowledge of municipal paving and drainage project methods, techniques, and procedures. 2.) Knowledge of city codes regarding right of ways, alleys, ditches, and zoning codes regarding vacant lots. 3.) Knowledge of equipment specification writing processes for bid or purchase purposes. 4.) Knowledge of laws governing employment (e.g., Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), and Title VII Civil Rights Act). 5.) Knowledge of occupational hazards and necessary safety precautions when working near utility lines (e.g., power, gas, water, etc.). 6.) Knowledge of techniques, materials, small and heavy equipment operation, and tools used in paving and road construction and repair. 7.) Knowledge of the appropriate uses and functions of heavy or construction equipment (e.g., what type of equipment can be used where). 8.) Knowledge of the Erosion Control, Sediment Control, and Storm Water Management ordinance. 9.) Knowledge of safety rules including accident causation and prevention. 10.) Communication skills to effectively communicate internally and externally, both orally and in writing. 11.) Verbal skills to effectively communicate with co-workers, supervisors, the general public, over the telephone and two-way radio. 12.) Writing skills to develop professional letters, reports, and other materials using correct English, grammar, punctuation, and spelling. 13.) Reading skills to understand and interpret State, Federal, and City directives, procedures, and instructions. 14.) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: 1.) Possess a high school diploma or GED. 2.) Experience directly supervising administrative staff in the areas of public works, maintenance, parks and recreation, and/or construction to include delegating, monitoring, and evaluating work. 3.) Experience with operating a computer to perform basic task such as drafting emails or other communication. 4.) Minimum of three (3) to five (5) years of work experience in public works. 5.) Must have a valid state driver's license; must be insurable. 6.) Ability to work non-standard hours, weekends, or emergencies. 7.) Ability to pass a pre-employment background check and an initial drug screen. 8.) Must be physically able to operate a variety of machines. 9.) Must be able to use body members to work, move or carry objects or materials. 10.) Must be able to exert up to twenty pounds or more of force occasionally, and/or up to ten pounds force frequently. 11.) Must be able to speak and/or otherwise communicate with people to convey or exchange information. Includes giving assignments and one or more directions to co-workers or assistants. 12.) Experience in street paving and drainage as well as parks & recreation. PHYSICAL DEMANDS: The work requires some physical exertion such as long periods of standing, walking over rough, uneven, or rocky surfaces recurring bending, crouching, stooping, stretching, reaching or similar activities; recurring lifting moderately heavy items such as record boxes. The work may require specific, but common physical characteristics and abilities such as above-average agility and dexterity. Job may involve occasionally lifting of items or objects weighing up to 50 lbs. Work may also involve the use of various machines and hand tools such as hammers, screwdrivers, wrenches and much more. Work could involve operating numerous pieces of heavy machinery. Workers will be exposed to extreme weather conditions, such as hot or cold temperatures, or other potentially hazardous conditions such as near roadway traffic and ETC.
