Council Minutes for November 23, 2021

Mayor Hare called the meeting to order. Present were, Councilman Turner, Councilman Rampey, Councilman Little, Council Wagnon, Mayor Hare and Councilman Sims was absent.

 

Randall Crotts gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the November 9, 2021, meeting and note any changes to the City Clerk. Councilman Little made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve accounts payable from November 9- November 22, 2021. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to suspend the rules and approve Ordinance 21-04 on the first reading. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve Ordinance 21-04 Animal Ordinance (Adding Tethering animals’ section and changing the wording about certain breeds in vicious dog section). Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve the budget for 2021-2022 general fund budget. The budget has projected revenue of $ 4,167,300.00 and total expenditures of $ 3,750,570.00. The combined departmental expenses budgeted at $ 2,845,215.00, other expenditures including debt service, EMA, Storm Water Management, and uncategorized expenses budgeted at $ 905,355.00. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve the purchase of the property located in the center of Independence field parcel # 3114042030000240000000 in the amount of $ 1,701.22. Councilman Little seconded the motion. All voted aye.

 

Mayor Hare made a motion to approve for Ms. Hill to feed her volunteers at the Senior Center. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to go into executive session to discuss personnel issues. Councilman Rampey seconded the motion. All voted yea.

 

Councilman Wagnon made a motion to reconvene the meeting. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve Woodrow Brown to move to operator two step 13 and David Hicks will move to operator two step 12. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Little made a motion to change Fire Chief Richard Johnson’s hours to 28 hours per week with pay of $ 24,000 per year. Councilman Wagnon seconded the motion. All voted aye.

 

Mayor Hare made a motion based on our employee’s loyalty to the city of Glencoe and its citizens during the time of Covid-19 pandemic, the mayor and council want to show their appreciation by awarding all city employees a one-time pay increase from the American Rescue Plan funds as follows:

 

All full-time employees that were employed during the year of the Covid-19 pandemic will receive a one-time Premium pay in the amount of $ 2500.00

 

All part-time employees and all full-time employees than have not been employed by the city of Glencoe during the year of Covid-19 pandemic will receive a one-time premium pay in the amount of $ 1250.00.

 

All seasonal employees will receive $ 625.00 in a one-time premium pay.

 

 

Councilman Wagnon seconded the motion. All voted aye.

 

With no further business to come before the Council, Councilman Wagnon made a motion to adjourn. Councilman Little seconded the motion. All voted aye.
