Council Minutes September 26, 2023

Mayor Hare called the meeting to order. Present were, Mayor Chris Hare, Councilman Colt Turner, Councilman Cody Rampey, Councilman Jeff Little, Councilman Danny Wagnon, and Councilman Michael Sizemore.

 

Richard Johnson gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the September 12, 2023, regular meeting and note any changes to the City Clerk. Councilman Little made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve accounts payable from September 12-September 25, 2023. Councilman Little seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to update the handbook with the coordination of benefits on our medical insurance. Councilman Sizemore seconded the motion. All voted aye

 

Councilman Wagnon made a motion to approve for Tashia Blackerby to attend the City Clerk winter conference at Perdido Beach resort on November 29, 2023, to December 1, 2023, at a cost of $ 265.00 plus travel.  Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to continue our sales tax contract with Sales Tax Auditing & Collection Services, to collect our sales tax at a cost of $ 375.00 per month. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve the purchase of a toro pre-owned GM4500-D with cool top canopy from Jerry Pate Turf & Irrigation in the amount of $ 50,250.00.  Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve  to make changes to the following associates pay as follows:  Gavin Barber raise pay status to Operator 1-Step 9, Joseph Thompson raise pay status to Operator 2-Step 11, William Armstrong raise pay status to Operator 2-Step 10, Judson Bell raise pay status to Operator 3-Step 9, Kenneth Todd Harris raise pay status to Operator 1-step 19 and Billy Joe Wallace raise pay status to Operator 2-Step 11. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Sizemore made a motion to approve a donation for the Messenger for breast cancer awareness, Thanksgiving greeting and Christmas greeting for a bundle price of $ 130.00. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made motion for the council to attend the 2023 Municipal leadership Institute at Perdido Beach resort on November 8-10 in Orange Beach at a cost of $ 350.00 each plus travel expenses. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve to pave Webster’s Chapell Road 1200×22 area from top of hill at the line down to. We will send out bids on this. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve the purchase of a 2023 F150 4×2 V6 truck for the street department from Ronnie Watkins Ford at a cost of $ 30,967.00. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to purchase a 2023 F250 crew cab 4 x 4 with service bed on it for the street department.  We will send out bids. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve the purchase of a 2023 Dodge Charger RT for the police chief, we will take bids on it. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to go into executive session to discuss a personnel issue. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Little made a motion to reconvene the meeting. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Sizemore made a motion to increase City Clerk salary by $ 10,000.00.  Councilman Rampey seconded the motion.  All voted aye.

 

With no further business to come before the council, Councilman Little made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
