Council Minutes September 13, 2022

Mayor Hare called the meeting to order. Present were, Councilman Colt Turner, Mayor Chris Hare, Councilman Chris Sims, Councilman Cody Rampey, Councilman Jeff Little and Councilman Danny Wagnon.

 

Richard Johnson gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the August 23, 2022, meeting and note any changes to the City Clerk. Councilman Little made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve the minutes of the September 7, 2022, special called meeting as read and note any changes to the City Clerk. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve accounts payable from August 23-September 12, 2022. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve a Proclamation declaring October 1st as Down Syndrome Day and October as National Down Syndrome month in Glencoe, to raise awareness for down syndrome. Councilman Wagnon seconded the motion. All voted aye.

Councilman Wagnon made a motion to approve Resolution 22-09 authorizing a special use permit for T-Mobile to modify their equipment and modify the existing wireless telecommunication facility located at 102 Cellular Tower Road in Glencoe. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Little made a motion to approve the agreement between East Alabama Regional Planning Commission and Glencoe to update our Zoning Ordinance and Nuisance abatement and the comprehensive plan at a cost of $ 15,000.00. Councilman Turner seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve the purchase a timer for the lights at Independent Park at a cost of $ 3,227.48 plus installation. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Rampey made a motion to bid out the resurfacing of the tennis courts, the painting of the tennis courts and the basketball court. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Rampey made a motion to get bids to replace the fencing around the tennis courts and the basketball courts. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Little made a motion to approve for the fire department to order a set of battery operated Amkus rescue tools at a cost of $ 26,257.00. $5,000 will come from a grant and $ 5,800 will come from the sale of the 2008 Tahoe and the remainder will come out of 3 mill fire tax. Councilman Turner seconded the motion. All voted aye.

 

Councilman Little made a motion to approve for the city to pay for gas for the school bus to take the 7th graders to Talladega superspeedway on September 30, 2022. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve for an ad in the Fall edition Magazine from the Messenger at a cost of $ 100.00 for a 2X4 ad. Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to pay for the phase II testing by CDG at a cost $ 6,800.00. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve the asphalt patches as follows:  Air Depot Road at $ 2,180.00, Valley Street at $ 2,180.00 and on Riffle Range at a cost of $ 1,650.00 to repair the roads.

 

Councilman Turner made a motion to support the United Way in the City of Glencoe businesses if the wish to donate a portion of their sales on October 7, 2022, to the United Way. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Turner made a motion to purchase the property located at 203 W Main Street at a cost of $ 248,000.00. Councilman Little seconded the motion. All voted aye.

 

Councilman Turner made a motion to sell the property located at 515 Main Street to Jeremy Mitchell for $ 27,500.00. ($ 35,000 appraisal value-$7,500 demolition cost). Councilman Wagnon seconded the motion. All voted aye.

 

With no further business to come before the council, Councilman Turner made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
