Council Minutes September 12, 2023

Mayor Hare called the meeting to order. Present were, Mayor Chris Hare, Councilman Colt Turner, , Councilman Cody Rampey, Councilman Jeff Little, Councilman Danny Wagnon, and Councilman Michael Sizemore.

 

Richard Johnson gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the August 22, 2023, regular meeting and note any changes to the City Clerk. Councilman Rampey made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.

 

Councilman Little made a motion to approve accounts payable from August 22-September 11, 2023. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to suspend the rules and approve Ordinance 23-03 on the first reading. Councilman Rampey seconded the motion. All voted aye

 

Councilman Rampey made a motion to approve Ordinance 23-03 amending the Animal Ordinance to include allowing four chickens per lot that must be in an enclosed coop behind the residence and 10 feet off the property line. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to suspend the rules and approve Ordinance 23-04 on the first reading. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve Ordinance 23-04 prohibiting individuals from Loitering in the City of Glencoe. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve a donation of $ 300.00 to Glencoe fishing team. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve a donation for a Yearbook ad for Glencoe High School for a full page for $ 130.00. Councilman Ramp seconded the motion. All voted aye.

 

Councilman Rampey made motion approve a donation to Spina Bifida Association of Alabama Gadsden Bowl-A-Thon for $ 100.00. Councilman Little seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve a donation to Quality-of-Life health services student scholarship program for $ 100.00. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve the hiring of Kelley Rhoades as our Court Magistrate at Level 2 step 10 pay. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion hire Gavin Barber as a full-time employee at the park. Councilman Turner seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve for Joe Thompson and Gavin Barber and Cody Rampey to attend a training on 10-11-23 at Choccolocco Park. Councilman Turner seconded the motion. All voted aye.

 

Council Rampey made a motion to approve another $ 1,000.00 to work being done on the high school baseball field. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve for the city to pay to pour concrete between the old football weight room and the new football weight room and to pour a slab by the fence at the High School at a cost of $ 2450 plus the concrete. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Little made a motion to approve the purchase of the Aqua Eye at a cost of $ 6,490.00 with a 3-year service plan from Central Alabama Training Solutions to come out of the Fire Tax Money. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to pay CDG Engineers $ 7,000-9,000 for the water board boring project under the highway. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Little made a motion to approve the contract with CDG Engineers on the survey and drainage at a cost of $ 11,900 to determine what we need to do next on Barbara Street. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to go into executive session to discuss a personnel issue. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to reconvene the meeting. Councilman Rampey seconded the motion. All voted aye.

 

With no further business to come before the council, Councilman Turner made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
