Council Minutes October 24, 2023

Mayor Hare called the meeting to order. Present were, Mayor Chris Hare, Councilman Colt Turner, Councilman Cody Rampey, Councilman Jeff Little, Councilman Danny Wagnon, and Councilman Michael Sizemore.

 

Randall Crotts gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the October 10, 2023, regular meeting and note any changes to the City Clerk. Councilman Turner made a motion to approve the minutes. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Little made a motion to approve accounts payable from October 10-October 23, 2023. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve to pay Larry Walker Land Surveying for the right-of-way survey on Johnson Street. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Sizemore made a motion to approve for the Library Board to contract with Kayla Allen to paint a mural on the side of the library building at a cost of $ 4,352.00. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Sizemore made a motion to approve a security system through ADT at a cost of $ 229.00 to install and 52.99 per month. Councilman Wagnon seconded the motion. All voted aye.

 

Councilman Rampey made a motion to purchase an 8” portable mound for youth baseball field at a cost of $ 2,314.00 from Anytime Baseball Supply. (Baseball is also purchasing one) Councilman Turner seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve to spend $ 1,000.00 for spray foam for the high school softball locker room from All Foam Solutions. Councilman Little seconded the motion. All voted aye.

 

Councilman Little made a motion to approve to put lights on the mobile command unit for the police department in the amount of $ 3,912.00 from Patriot Upfitters. Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made motion to accept the bid from Brother’s Sealcoating to do the parking lot at the City Hall complex, Library, Senior Center, walking track parking lot and fix asphalt patches at city hall and senior center at a cost of $ 33,861.00. Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to fill the five member Glencoe Commercial and Retail Development Board with the following individuals:  Jay Morgan, Aaron Gulledge, Lexy Humphrey, Scott Hindsman and Trent Thrasher. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Turner made a motion to approve to send out bids to finish patching Sibert Drive up to Cottonwood and patch 6 or 7 spots on East Main Street. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion the purchase of Diamond infield mix from Game Day Athletic Surfaces for $ 1,320.00. Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve the 2023-2024 General Fund Budget with revenues of 5,544220.00 and Expenses of 4,899,798.00. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to go into executive session to discuss Economic Development. Councilman Turner seconded the motion. All voted aye.

 

Councilman Little made a motion to reconvene the council meeting. Councilman Turner seconded the motion. All voted aye.

 

Councilman Rampey made a motion to purchase red rock for the warning track at a cost $ 1,680.00 from Game Day Athletics. Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to offer an incentive package to Tang Mart in the amount of 50% abatement of sales tax and gas tax for 3 years at a maximum of $ 200,000, whichever one comes first. Councilman Little seconded the motion. All voted aye.

 

Councilman Turner made a motion to allow for $ 13,669 for infrastructure improvements on Sims Street with Victory cheer paying half of the cost and the City of Glencoe paying the other. Councilman Sizemore seconded the motion. All voted aye.

 

Councilman Little made a motion to allow Mayor Hare to negotiate a purchase price of the Dean property between 400,000 -450,000. Councilman Turner seconded the motion. All voted aye.

 

With no further business to come before the council, Councilman Sizemore made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
