Mayor Hare called the meeting to order. Present were, Councilman Colt Turner, Mayor Chris Hare, Councilman Cody Rampey, Councilman Jeff Little, Councilman Michael Sizemore and Councilman Danny Wagnon was absent.
Chief Johnson gave the invocation.
Mayor Hare asked the Council to look over the minutes of the May 23, 2023, meeting note any changes to the City Clerk. Councilman Rampey made a motion to approve the minutes. Councilman Little seconded the motion. All voted aye.
Councilman Turner made a motion to approve accounts payable from May 23-June 9, 2023. Councilman Sizemore seconded the motion. All voted aye.
Councilman Sizemore made a motion to reappoint Lola Beasley and Debbie Bradford to the Glencoe library board with terms running through April 2027. The Board would like to add Nalda Childs and Susan Casey to the Board with terms running through April 2027. Councilman Rampey seconded the motion. All voted aye.
Councilman Sizemore made a motion to approve the purchase of two aluminum columns to be installed on the front of the Library from Lansing Building Products for a total of $ 1,454.00. We will be responsible for the installation of the columns. The money will come from the library account. Councilman Rampey seconded the motion. All voted aye.
Councilman Turner made a motion to approve the purchase of 4 Radar school zone signs from Radar Signs at a cost of $23,057.40. Councilman Rampey seconded the motion. All voted aye.
Councilman Turner made a motion for the city to donate $ 1,075.00 to the Touch a Truck event on August 26, 2023, to purchase the bouncy houses, candy, and water. Councilman Rampey seconded the motion. All voted aye.
Councilman Rampey made a motion to purchase a Ballfield maintenance machine from Jerry Pate Turf & Irrigation in the amount of $ 36,457.56.
Councilman Little made a motion to enter into an agreement with the USDA to start the process of a “Community Facilities loan in the amount of $ 5,000,000.00 for the purpose of a community center.
Councilman Turner seconded the motion. All voted aye.
Councilman Little made a motion to update City Ordinance number 15-04, Traffic Safety Program in the Municipal Court. i.e., “Driving School” in Section 1:
Part B: Change the amount from $ 100.00 to 125.00.
Part D: Remove Chief City Prosecutor & replace with Council Member over Municipal Court,
remove City Clerk and replace with Magistrate and add Police Chief
Part F: add “shall be shown as a separate line item”
Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to reimburse John Works $ 1,250.00 from the GPD Training Budget for completing the APOST recertification class. If Officer Works does not fulfill his contract (two years) the amount will be paid back to the department. Councilman Turner seconded the motion. All voted aye.
Councilman Little made a motion to promote Kip Williams to the rank of Captain over operations and his pay grade moved to Level 4 Step 1. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to promote Hal Erwin to the rank of Lieutenant of patrol and his pay grade moved Level 3 step 5. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to spend up to $ 2,500.00 from the Fire Departments budget for social media and recruitment video. Councilman Turner seconded the motion. All voted aye.
Councilman Little made a motion to spend $ 1,600.00 to decal and stripe the police department trailer.
With no further business to come before the council, Councilman Turner made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
