Mayor Hare called the meeting to order. Present were, Councilman Colt Turner, Councilman Cody Rampey, Councilman Jeff Little, Councilman Danny Wagnon, and Councilman Michael Sizemore.

Mayor Hare asked the Council to look over the minutes of the January 9, 2024, regular meeting, and note any changes to the City Clerk. Councilman Rampey made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.
Councilman Little made a motion to approve accounts payable from January 9-January 22, 2024. Councilman Sizemore seconded the motion. All voted aye.
Councilman Little made a motion to amend the motion of November 14th to hire Lesa Young as a development consultant for an initial period of six months at $ 1,500.00 per month to include a commission of $ 1 per square foot of new retail, commercial and restaurant space within the clients municipal boundaries up to the first $ 25,000 foot of new business and 50 cents thereafter. Councilman Wagnon seconded the motion. All voted aye.
Councilman Little made a motion to approve the purchase of four sets of turnout gear from CATS in the amount of $ 12,000.00 from the fire tax money. Councilman Wagnon seconded the motion. All voted aye.
Councilman Wagnon made a motion to approve for Fidel Meza to sell alcohol (on site Liquor, beer, and wine) at his restaurant that will be located at 616 Banks Street. Councilman Turner seconded the motion. All voted aye.
Councilman Rampey made a motion to approve for Pro Turf, LLC to spray the six sports fields this year for $ 3,300.00. Councilman Sizemore seconded the motion. All voted aye.
Councilman Wagnon made a motion to suspend the rules and allow the council to vote on Ordinance 24-01 Floodplain Development on the first reading. Councilman Turner seconded the motion. All voted aye.

Councilman Turner made motion to approve for Line-X to purchase one new wench and to put two wenches on the two new F-250 and spray the bed of one of them, at a cost of $ 5,067.00. Councilman Rampey seconded the motion. All voted aye.
Councilman Wagnon made a motion to approve for the city to prepare a Proclamation to proclaim January 2024 as “Human Trafficking Awareness Month” in Glencoe. Councilman Rampey seconded the motion. All voted aye.
Mayor Hare let the council know that the Planning Commission met on January 22, 2024, and approved for Twin Oak Farms Event and Wedding Venue was approved to build their venue on Paden Road in R1.
Councilman Wagnon made a motion to approve the $ 1,185.00 charge for advertising the Public Works Director job through the Gadsden times on-line. Councilman Turner seconded the motion. All voted aye.
Councilman Turner made a motion to approve to extend the posting period of the Public Works Director job from 10 to 30 days. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to approve the extend the contract with Basic Administrative Solutions or 1 year at $ 300.00 per month. Councilman Sizemore seconded the motion. All voted aye.
Councilman Wagnon made a motion to approve for the mayor Hare to negotiate a dollar amount to pay for the Jones Group to lobby on our behalf with the grocery store sales tax issue up to $ 10,000.00. Councilman Little seconded the motion. All voted aye.
Councilman Little made a motion to approve for Kenon McKenzie to attend the chief’s conference February 18-22, 2024, in Montgomery at a cost of room and travel expenses. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to approve a table sponsorship for the Glencoe Athletic Foundation at the Pitman Theatre for $ 1,000.00. Councilman Rampey seconded the motion. All vote aye.
Councilman Rampey made a motion to approve $ 10,000.00 for thirty new lockers in the boys HS locker room. (2500 should come from Athletic foundation/2000.00 from Statum and Inzer) Councilman Little seconded the motion. All voted aye.
With no further business to come before the council, Councilman Turner made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
