Council Minutes January 10, 2023

Mayor Hare called the meeting to order. Present were, Councilman Colt Turner, Mayor Chris Hare, Councilman Cody Rampey, Councilman Jeff Little and Councilman Danny Wagnon.  Councilman Chris Sims was absent.

 

Richard Johnson gave the invocation.

 

Mayor Hare asked the Council to look over the minutes of the December 13, 2022, meeting and note any changes to the City Clerk. Councilman Rampey made a motion to approve the minutes. Councilman Turner seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve accounts payable from December 13-January 9, 2023. Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve a donation to the 2023 Etowah County Water Festival in the amount of $ 200.00.  Councilman Rampey seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve to upgrade both copy machines at City Hall and the public safety. The lease amount is going up but the maintenance fee is coming down so we will save around $1,700. Councilman Rampey seconded the motion. All voted aye.

 

Councilman Rampey made a motion to approve a donation for an Ad in the Messenger’s Progress edition for ¼ page for $ 200.00.  Councilman Little seconded the motion. All vote aye.

 

Councilman Rampey made a motion to approve for the City to start using the planning worksheet forms for people and organizations that want to have activities and events on City property.  Councilman Turner seconded the motion. All voted aye.

 

Councilman Wagnon made a motion to approve the hiring of William Gabe Armstrong in the street department as an Operator 2 step 9 with insurance and benefits.  Councilman Rampey seconded the motion. All vote aye.

 

Councilman Wagnon made a motion to approve a $ 1,000.00 donation to Glencoe High School. Councilman Little seconded the motion. All voted aye.

 

Councilman Little made a motion to approve the purchase of the 2013 transit van from HM Freeman motors for $ 13,200.00 for animal control.  Councilman Turner seconded the motion. All voted aye.

 

Councilman Little made a motion to approve for the police department to contract with Lexipol for police policy and procedures manual/training in the amount of $ 18,444.60.  Councilman Turner seconded the motion. All voted aye.

 

Councilman Little made a motion to hire Randal Gilliland as a part-time investigator at a rate of $ 17.00 per hour.  Councilman Turner seconded the motion. All voted aye.

 

Councilman Turner made a motion to increase the fee we are paying to Lookout IT from $ 1,000.00 to 1,200.00 per month for our email/facebook/website package.  Councilman Little seconded the motion. All voted aye.

 

With no further business to come before the council, Councilman Turner made a motion to adjourn. Councilman Rampey seconded the motion. All voted aye.
