Mayor Hare called the meeting to order. Present were, Councilman Colt Turner, Mayor Chris Hare, Councilman Cody Rampey, Councilman Jeff Little, Councilman Danny Wagnon and Councilman Michael Sizemore.
Richard Johnson gave the invocation.
Mayor Hare asked the Council to look over the minutes of the February 2, 2023, meeting and note any changes to the City Clerk. Councilman Turner made a motion to approve the minutes. Councilman Rampey seconded the motion. All voted aye.
Councilman Turner made a motion to approve accounts payable from January 24-February 28, 2023. Councilman Sizemore seconded the motion. All voted aye.
Councilman Turner made a motion to approve the hiring of Billy Joe Wallace in the street department at Operator 3 step 7. Councilman Rampey seconded the motion. All voted aye.
Councilman Rampey made a motion to approve the hiring of Joseph M Thompson in the park at Operator 2 step 9. Councilman Turner seconded the motion. All voted aye.
Councilman Rampey made a motion to approve the purchase of 4 signs for the score boards for baseball and softball in the amount of $ 1,100.00. Councilman Little seconded the motion. All voted aye.
Councilman Rampey made a motion to approve for Pro-turf to spray at the baseball fields at a cost of $ 3,000.00. Councilman Little seconded the motion. All vote aye.
Councilman Turner made a motion to approve for Todd Means to send out a 30 day letter to tear down a house at 202 East Main Street. Councilman Rampey seconded the motion. All voted aye.
Councilman Wagnon made a motion to approve for Tashia Blackerby and Pam McCord to attend magistrate training in Huntsville on March 2, 2023 and Sherri Robinson to attend the training in Birmingham in April 6, 2023. The training will cost $ 210.00 plus travel expenses. Councilman Rampey seconded the motion. All vote aye.
Councilman Wagnon made a motion to approve for Tashia Blackerby to take on-line classes for Human Resource Professional from JSU at a cost of $ 1,945.00. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to approve to enter into a 12-month “Grant specialist contract” with Basic Administration solutions at a fee of $ 300.00 per month and up to 10% of successful grant amounts received. Councilman Wagnon seconded the motion. All voted aye.
Councilman Little made a motion to approve the hiring of Jonas Gray as a full-time police officer at a rate of $ 17.00 per hour. Councilman Turner seconded the motion. All voted aye.
Councilman Rampey made a motion to approve Resolution 23-01 opposing State Legislation to eliminate, reduce or phase out local occupational License fees (OLF). Councilman Turner seconded the motion. All voted aye.
Councilman Wagnon made a motion to approve Resolution 23-02 authorizing the City of Glencoe to enter into a service agreement with the Jones Group to provide lobbying services for the City of Glencoe for $ 2,500 a month for 6 months. Councilman Rampey seconded the motion. All voted aye.
Councilman Little made a motion to purchase a piece of property at 206 Pineview Avenue (Robert Faulkner property) in the amount of $ 80,000.00. Councilman Turner seconded the motion. All voted aye.
Councilman Rampey made a motion to approve renaming the High School baseball field after Charlie Robertson and let the complex be called the JC Box Complex. Councilman Little seconded the motion. All voted aye.
Mayor Hare made a motion to go into executive session to discuss some business issues. Councilman Rampey seconded the motion. All voted aye.
